Conferința de lansare a proiectului – SIPOCA 53 
The Office of Information and Public Relations within the Prosecutor’s Office attached to the High Court of Cassation and Justice is empowered to bring to the attention of the public the following:
In the course of today, 21 September 2017, the launching conference of the project „Strengthening the capacity of the Public Ministry of enforcing the new hearing provisions in the criminal codes” – SIPOCA 53 took place in Bucharest. Mr. Augustin Lazăr, the general prosecutor of the Prosecutor’s Office attached to the High Court of Cassation and Justice (POHCCJ), mrs Laura Oprean, first-deputy of the general prosecutor, mr. Bogdan Licu, deputy of the general prosecutor, and others structures’s leaders ot the POHCCJ participated at the event.
In the opening of the conference, mr. Augustin Lazăr, the general prosecutor of the Prosecutor’s Office attached to the High Court of Cassation and Justice, highlighted the importance of the SIPOCA 53 project for the Public Ministry. The implementation of this project will create a high computerization of the prosecutor’s activity. Also, the big value of the project represents a serious investment in the administrative capacity of the Public Ministry. Mrs. Laura Oprean, first-deputy of the general prosecutor, said that a succesfully implementation is possible with the implication of all leaders of the prosecutor’s offices and a final result will be a real modernizing of the judiciary.
The presentation of the project, objectives and activities, was realised by mr prosecutor Romulus Varga, the chief of the Prosecution and Forensics Section of the POHCCJ and by mrs Lavinia Țăranu, project manager. Also, during the event, the horizontal principles applicable to projects with non-reimbursable foreign funding POCA were presented.
Implementation period of the project (starting date: 27 July 2017) is 36 months. Total amount is 54,785,517.47 lei. This amount is broken down as follows: RON 46,010,993.85 – European Social Fund (ESF) reimbursable funds (83.98386284% of the total eligible project budget) and RON 8,774,523.62 – own contribution from the state budget (16.01613716% of the total eligible budget of the project).
Main purpose of the project is strengthening the capacity of the Public Ministry in respect of the hearings conducted in accordance with the provisions of the new criminal codes. Within this project, a software that will support the management activity at the level of the Public Prosecutor’s Offices (Public Ministry) will be developed and will thus contribute to streamlining and modernizing the working methods used in the criminal investigation activity, more precisely in the field of hearings, as defined in the applicable criminal law.
Specific objective is developing an IT system for conducting the judicial hearings and the people and objects identification.
Target goup: 670 prosecutors, clerks and IT specialists from the Public Ministry
General prosecutors, deputies general prosecutors and chiefs prosecutors of the prosecution section within the prosecutor’s offices attached to the courts of appeal, first prosecutors, deputies-first prosecutors and prosecutors within the prosecutor’s offices attached to the courts, as well as prosecutors within POHCCJ were present at the launching conference of the project „Strengthening the capacity of the Public Ministry of enforcing the new hearing provisions in the criminal codes” – SIPOCA 53.
